It shall be an agreement incorporating the terms of allotment of room, services offered like food, electricity, telephone, restrictions imposed on the paying guest like visitors, hours of entry and re-entry, non-use of alcohol in the premises, usage of stoves etc., and penalty clauses for violation of terms.
In case you are keeping the Paying Guest in your house. You shall be first registered with the local Polic Station. Then you shall show the income from the paying guest as your income and pay the service tax and income tax as per rules.

I entirely agree with the above views. Depending upon the local laws and notifications issued by the Police Commissioner, other requirements may also have to be complied with.
