Percentage and marks issue in my marksheet

(Querist) 18 June 2023 This query is : Resolved

I was a student of IGNOU in (2019-2021).

I am awarded 540 marks out of 800 which means 67.5% but in my marksheet it has been written 68.00% and 68% is equal to 544 marks. A different of 0.5% which is clearly making a 4  marks difference.
I contacted IGNOU several times regarding this matter but they are not responding.

So I want to know is this kind of Round off percentage valid ? Or I can face issue or rejection at the time of document verification after clearing exam?

The Supreme Court in the case State of Himachal Pradesh vs Rajesh Kumar observed and has issued notice in a Special Leave Petition which raised this issue, ""Is the Principle of Rounding off is permissible in the open competition"""?
In the present case, a candidate for the post of TGT on batch wise basis under the ex-serviceman category had approached the Himachal Pradesh High Court wherein seeking a declaration that the candidate percentage in graduation i.e., 44.8 to be considered as 45% for the purpose of his selection. The High Court disposed of the petition, wherein the court directed the authorities to consider the petitioner.
Before the Apex Court, the State pointed out in an appeal that the candidate was not qualified to participate in the selection process for the reason that 45% marks for undergraduate course being the minimum qualifying marks for participating in the process. The court relied on the judgement in the case Orissa Public Service Commn.& Anr vs Rupashree Chowdhary.
The bench comprising of Justice Ajay Rastogi and Justice CT Ravikumar observed and has stayed the High Court judgement.
In an appeal, it was noticed by the Apex Court that there is no power provided in the statute/Rules permitting any such rounding off or giving grace marks so as to bring up a candidate for meeting up the minimum requirement. In the court’s opinion, no such relaxation or rounding off was permissible. Thus, the rules being statutory and no amendment or dilution to such Rules is possible or permissible by adding of some words to the said statutory rules for giving the benefit of rounding off or relax in nature...

I found this on Google and it relates to my matter. I think no such round off is valid and University should correct my Marksheet .as I am also preparing for competitive exams and there can be chance of my Marksheet rejection . Kindly help me in this matter.

at which highest designation did you meet in IGNUO.
T. Kalaiselvan, Advocate (Expert) 19 June 2023
The judgment rendered by supreme court was regarding eligibility hence the round off of the percentage of marks was considered as an illegal act affecting the eligibility.
Whereas in your case the rounded off percentage off will not in any way affect your eligibility, hence instead of wasting your time on such petty issues, you may concentrate on other future issues, if you are still adamant about it then you can write to the registrar of the university about it sand get it rectified.
