Respected esteemed experts
family had bought a small property in the name of a schizophrenic brother years back . That time he was in some Sense to sign before registrar. There was no malafide intention.
Property as per family arrangements have been given to me since I am looking after him.
Now after years due to aggravation of mental health disease he has lost his senses.
We do not have his photo ID.
We have his birth certificate. Mother is alive and stays with me.
Could you please guide how we can his photo ID or adharcard can be had?
Whom should we approach,
District collector or Court and how

Problem is he can not put his signature or answer questions.
His age is 58, if asked he would reply I am 18.

Aadhar card you can remove from enrollment center . You can inform the center this person mental health condition is not good. But documents you carry properly with mother.

Regarding property till last week all his property was governed by Mental Health Act 1987 , yesterday in parliament new mental health care bill was on agenda for passing I don't know what happened on it because details I could not get while typing. This bill will pass in this session and as per new act new provision all his immovable and movable properties will be governed by new act.

Most important thing don't stop his medicine , else this person will be impossible to manage in future , and will deteriorate faster, try to delay deterioration with medicine which is only solution for such cases.

Respected Shri MADHU Thanks a ton for providing crucial information.
My query is in two parts Sirs, first we do not have any kind photo identify of him. For instance for passport they ask for Adhar card and for Adhar card they ask for passport or any other photo identity. Everywhere photo identify is required. How can we create one and what is the legal procedure
For property Sir you have given very good information and clue which is enough.
Sir he is on regular medicines and is being looked after well.

Those who don't have any identification for them Aadhar is boon although everyone requires aadhar now

When person does not have anything to prove his identity then some respected person or person from family relative can identify that person and he gets aadhar no.

Means if you have aadhar no. Mention that and state he is your brother , with this it will be done .

It is called Introduction based aadhar .

Those who have documents they come in document based aadhar

For Introduction based aadhar your mother or yours aadhar no. they will require
