Post based reservation roster

Dear sir,
I want to know whether Reservation or Roster will apply for the post having a cadre strength of 1(one), For Example,for the Post of,say Deputy Director,if the no of post is only one,in govt service as per Post based Reservation Roster ?

Which department of Government of India or State has the total strength of only one cadre post? Quite strange, if it is so!

Are you talking about filling of one VACANT post OR the TOTAL No. of sanctioned posts existing in your department?
