Post based reservation roster policy

Dear Sir,
Whether Reservation or Roster will apply for the post having a cadre strength of only 1(one),say, for promotion to the post of Joint Director(Gr-A)as per post based Roster Reservation system.
As per Recruitment Rules of the department,the promotion is to be made from the feeder cadre of 'District Field Officers'by 100% promotion,and the Joint Director is non-selection post.
Recently, the DPC was held,and the names of 2 eligible officers were placed for the promotion to the said post,1 officer from General(Unreserved)category and 1 from Reserved(ST)category.And finally, the DPC has selected the name of General category officer for the promotion to the said post by stating that Reservation or Roster will not apply in case of single(lone)post.
The DPC also stated that,General category officer being a Senior to the Reserved(ST)officer,and promotion is to be made on non-selection basis as per R.Rules.So, the name of general category was selected in the panel for promotion to the post of Joint Director.
Now my questions are -
1).Is it really Reservation or Roster will not apply for the post having a cadre strength of only 1(one)as per Supreme Court Order and Post Based Roster Reservation policy ?
2).What is meant by non-selection Post ?

Your question is not clear whether there is only one post in the department as a whole or it is a single vacant post out of the total of sanctioned posts? However, if it is a single post in the department, reservation policy would not apply. But, if there exist other posts also in the same cadre and presently there is only a single vacancy, the reservation rules would apply.

Sir, there is only one post of Joint Director in the department as a whole. Please clarify what is meant by non-selection post ?

For a single post no reservation is made.

Thank you sir. I do not have clear concept about Selection and non-selection Post. So, please clarify.

Selection is based on seniority cum merit, i.e., by giving due consideration of past performance as depicted in ACRs of last five years. Non-selection post is based on purely seniority of the officials/oficers.
