Sir,
One of my friend as per the advertisement dated 2009 applied to the post of Admin Trainee on graduation, he has been appointed as Admin Trainee on 2013. Along with 2009 notification PSE had declared one more advertisement date 2011, simultaneously both notification recruitment process has taken place.as per 2011 advertisement candidate should not have aquire more qualification than Graduation/which qualification asked. But in the advertisement dated 2009 no such a terms was in the advertisement, since both notification recruitment process taken simultaneously in hall ticket company had mentioned candidate should not acquire the higher qualification than graduation,
Since my friend is post graduate holder went to interview, there company has taken one undertaking that he does not aquire the higher education and he joined as an admin, after joined PSE he obtained the written permission from the company that he will continue the education, now can he incorporate his post graduation previously done.kindly advice me

If he has given an undertaking to the effect he should not add the qualification.

kindly advice me how can i incorporate my certificates, in advertisement notification there was no clause about candidate should have higher qualifications than graduation, afterwards one more notification had declared and both recruitment process taken place simultaneously along with later one company had taken undertaken that i dont have higher qualifications.

Do not get confused about the rule and condition in this regard, just clarify the eligibility conditions from the same office.

in the year of 2009 there was a advertisement for 30 post, subsequently that post was not filled reason know them.
subsequently in the year of 2011 one more advertisement declared for same post, that post also filled in that year
subsequently in the year of 2013 both above said together company had send admit card for written test,
subsequently time of oral interview company had taken written undertaking on printed format that i am not having higher education than graduation,
in 2009 advertisement company had not mentioned about candidate should not have higher education, but in 2011 advertisement clearly mentioned that candidate should not have higher education.
since both notification of advertisement process taken together form all candidate company had taken undertaking

Experts give free advise on charitable basis they should not be expected to exert their brain in just under standing the problem that too by hunches.

A candidate has no right to dictate the terms of the appointment/advertisement of a particular service. Employer is always free to change its terms prior to advertisement which seems done in your case. There is no harm if the employer has specifically taken undertaking of having no higher qualification while selection.
