Procedure for police

If FIR is against 4 people but police filed chargesheet against only two, whether it is legal? What about rest of 2 accused? If police didn't arrest them then which procedure police should follow? plz provide any S.C.'s judgement.

You can challenge the charge sheet for addition of two other accused persons.
The court may at it discretion even in course of trial may add other persons if the evidence so discloses their complicity.

Whether police has to file any report to Magistrate or to give any copy to Complainant?

When police has filed Charge sheet within time,police is not bound to give copy to the victim or complainant.
