Property registration and loss of papers

Hi, i own 3 shops in a commercial complex, which the builder ha snot registered for over 20 years now. (The complex is registered with local development authority)
I have 2 queries

1. How to force the builder for a registry as local development authority says they cannot do anything about it

2. In transit, i have lost all the documents related to the property. What is the best way to go about it?

1.issue a legal notice to builder asking him to do registry in ur favour.

2.lodge FIR about lost property documents in PS of ur area.
