A dealer under vat is raising false bills against another purchasing dealer under vat. How the purchasing dealer would provr that he was not a purchaser.

It is dealer raising the fake bills shall have to prove his sale,on alleged purchaser part denial would be sufficient.

It appears the fake biller is looking to fill lacunae.

Onus on the purchasing dealer will shift only when the selling dealer gives the proof against purchaser like bank payment or receipt of delivery of goods.
