Rain water discharge to back side public road without drainage facility?

Is it allowed to discharge the ground rain water and roof rain water harvesting tank overflow to public street without drainage facility in the back side of house compound? The plot has public street with drainage facility in front side, but draining to back side street for their convenience. The place is in cochin corporation limits.

Rain Water is free to flow in any direction, Front or Back in Cochin or in Mumbai, in the drains or outside the drains. There is no stopping to it.

To construct and maintain the drainage system in the streets or roads is the responsibility of the local bodies, like municipalities or the development boards. The residents should make them rise up from their sleep, if they are inactive.
