Sir,
I am Register Member of this Group & whenever I am in problem I consult your advisors for solving the problem
Now I have following query :- (1) I want to know the legal position of Ration card requirement as address proof , whether it is it compulsory . (2)My wife is Rettired Mtnl Employee , My wife stays in Thane (up down basis ) with my son for taking care of my grand children as my son & daughter in law both are employed. It is our Family problem & we are adjusting to fulfill our duties towards them (3) Mtnl authorities are insisting Ration Card as address for shifting of Land Line from existing place (thane) to some other near Location of Thane as my Son is Changing his residence .(4) This is her service connection . Where it is Rent free & having 220 Calls free per month .(5) This is her life time service entitlement (6). Hence I don't want to loose Rationing authourites are not allowing to transfer her name to Thane.. Is it legal & logical to deny our request ?? ( according to them we can not stay separately- Our Ration car is in dombivli )

Insisting Ration Card as the sole proof of residence for transfer of telephone is neither legal nor logical.
But whether it an unavoidable procedural requirement is to be examined by going through the instructions of MTNL which would be there on their website itself.
Most probably there would be other certificates that could be used in lieu of Ration Card as proof of one's residence.
If it is the only one it can be challenged mainly because Ration Card itself is not normally transferred on the basis of some foolproof scrutiny by responsible officers of any regulatory agency.

to my understanding, as per Mtnl authorities, you and your wife are residing at Dombivli. so how can they transfer the line to another place without any proof?

For the line shifting......
person who is primary user of land line...need to show residency on new address where they want to shifted.
For this MTNL may demand ration card for new address...its their call and rule.
Now for change ration card to new place...you can go through online too,where you just need to fill-up forms via online...or get local res.certificate via councilor then go to local ration dealer and ask him to provide forms for transfer from old to new address.

Admittedly, you wife had been a BSNL/MTNL employee and she has been provided with a concessional telephone facility. This facility is personal to her. In order to shift the telephone, she need to provide a credible proof of change of residence. To my knowledge, a residence certificate from the local, voter's identity card etc. ought to be acceptable instead of the ration card.

for showing proof of residence in the place where you would like to transfer the telephone facilities, you may have to provide any substantial document to authentic your claim.
If you do not have ration card in that address then you may have to look for any other authentic document to prove your residence in that place.
If you do not cooperate with the authorities then how can you expect the privileges that are provided by government and in turn keep blaming the authorities concerned without complying with the necessary requirements.
