Greetings!!! I would like to know under what circumstances a Secretary can refuse to give NOC for sale of flat to Member.

read byelaws adopted by your society . contains all the details .you dont need society NOC for sale of flat .

Generally there is no need to obtain NOC from Secretary of the society prior to making sale of the flat but even then it shall be safest to study the bye-laws of that particular society which might have contained such requirement on the certain grounds.
