Recover pension from government

sir I meet with 71 years old Government retired officer. He told me that he was retired from government in 2003. Since then he was not received any pension from Maharashtra Government. He had pay scale of 9300-34800. In order to get his pension He made follow up to his department. It was found that Department had lost his service record. Now he went to RDC of district, Executive Engginer of PWD, Director of food supply for any relief. Finally he found that no body will helping him. He decided to take opinion that How to get recover the pension for past 13 years. Plz guide which are ways to help him.

The matter is badly time barred. The cause of action arose in 2003 and it is past 13 years by now.
query is not clear.
when the service book was lost?
what did he do?
whether lost before retirement if so how early to retirement?
whether he got increments without service book.

The matter cannot be termed as time-barred as the grievance is of continuing nature. He can approach the Administrative Tribunal. Moreover, denial of pension, if otherwise eligible, is illegal. Laws of limitation is of no application to an unlawful act.
However, is this real grievance or just a bluff.
