Regarding driver license

Respected Experts
I have a unique query for one of my friend regarding his driver license.
As of Aug-15 my friends commercial driving license issued by a RTO in Mumbai.
However he has been working and driving a four wheeler in Delhi for the last 2 years.
Now as his driver's license is to expire he needs to go back to Mumbai to renew it every time.
My query is can he apply for a fresh driver's license in New Delhi RTO.
If so what is the procedure of obtaining a fresh license.

Also he would like to maintain his Mumbai commercial driving license.Is it legally possible as the license that he will be applying in RTO Delhi will be for a private vehicle & not commercial.
Please resolve my query.

Length of license period depends on the age & fitness of the licensee. A license is issued on "all India" basis.

The issue is different as the concern is if he can make a personal car driving license in Delhi with already having a Mumbai commercial driving license.
If so what is the procedure.

1. Legally one cannot have more than one driving licence.

2. One who is having license for driving commercial vehicle can drive private vehicle. The reverse is not permissible.

3. As your driver has to any way go for renewing his commercial license at Mumbai, it is better to go, get it renewed and come back and drive private Vehicle in Delhi.

However for my client going all the way to Mumbai is a recurring nuisance.hence he wants to opt for a DL of Delhi.
As his license is expiring in Aug-15 can he not let it expire and post that apply for a fresh DL in given Delhi RTO.

He can get the NOC from Mumbai and get it renewed in Delhi.

However, the procedure may turn out to be bit tedious.
