You issue a letter to the employmnt exchnage officer not to give the details. Check who had called you.

Mr.Rahul, first of all you can ascertain from Employment Officer, the details of the person who sought your personal information before giving your consent/denial. Once you know the identity of the person you can think of further action. If it transpires that the caller is unknown person, you can definitely make a police complaint.

YOU CAN ASK THE EMPLOYMENT EXCHANGE A COPY OF THE RTI APPLICATIONWHICH SOUGHT THE DETAILS OF YOU ADDRESS.THEN ISSUE A NOTICE TO HIM OF LEGAL ACTION AGAINST HIM,IF THE INTENTION WAS TO GO AGAINST YOU.
