In order to register a sale agreement for a shop room before start of actual construction, is it mandatory for the owner to go to registry office?

Either the owner or his agent(thru a POA) can apear before the registrar to register the document.

No, the Registrar could be asked to visit the place of residence of the owner by paying requisite fees to complete the Registration.

The seller and the buyer has to go to the registrar office for registering the sale deed. Before construction the registration value will be less.

Both the parties (whether in person or through an agent) need to be present before registrar for registration of any document, for that they need to visit at registrar office but on paying fee someone can ask registrar to visit at his place. It will be better to start construction after registration.
