Registration for legal heir representative

My father an income tax payer, died on 16/02/2012. I would like to register myself as a legal representative on behalf of my father to submit the IT return. Unfortunately, I had lost the PAN Card of my father while shifting to another nearby premises. In this regard, I had lodged an information/General Diary at the local police station. I am also an income tax payee and have PAN number(linked with adhaar also). However, I gathered information from income tax website that without uploading the soft copy of the PAN card of the deceased person, one cannot register him/her as a legal representative. Now I seek advice from the respected members to help me out of this problem as I had talked with customer care executive several times but they failed to show me any solution.

Is there any specific reason and purpose that you want to submit ITR of a dead person, your father? Also, how you are sure that you can file ITR for the FY 2012-13 that too for and on behalf of a dead person?
Also, what was the age of your father on the date of his death.

The reason is that he had a fixed deposit in which the bank had deducted some TDS. To claim the TDS refund, one should file the ITR. I talked with the customer care executive and I have been given assurance that I can file ITR return for the AY 2013-14. He was 77 years at the time of death.
