Registration of document

I purchased a flat in 1994 and requisite Stamp Duty and Registration was done. The old document of the previous owner who purchased the flat in 1989 from the builder - neither paid the stamp duty nor registered the flat. However, during the Amnesty Scheme I paid the stamp duty on the old document but could not register the old document for two reasons. The Registrar said they cannot register the old document but can only accept the stamp duty so that my liability is cleared. Second reason the flat was on joint names and both father and son are settled down in Australia. The registrar verbally told me that registration of that old document is not required since the current agreement has been registered in my name – Please
clarify.

flat purchase agreement with builder was required to be compulsory registered . the sellers could have given power of attorney for registration purposes

The seller who bought the flat from the builder has given me the POA and therefore I was able to pay the stamp duty. But, document was not registered. What is the solution....?
However, Builder agreement is with me which signed both by the builder and the previous owners.

In the given case there is no requirement of the registration of old registered sale-deed as you have direct agreement with the builder. You are required to get executed a registered sale deed in your name. It shall suffice.
