Generically speaking the one that is owner or has attained rights equal to that of owner can act as owner..............
If this is the case then sister can relinquish her rights in favor of one brother.
You may show all docs on record, mutation , link documents to a very able counsel specializing in property/family/civil matters for a considered opinion.

Mere recording the name of Revenue record does not create title.
So you have to mention who are the actual owners of the property.
However if your sister is found to be one of the co-sharers in the proeprty then she can certainly transfer her share by way of gift deed of deed of relinquishment.
