Yes she alongwith other daughters has an equal stake, and to sell it you need her concurrence either or she'll have to relinquish her rights in the property.

your father died in the year 2000. There was no will or nothing executed by your father in favour of one of the family members and there was not partition is effected by your father. So she is entittle for equal share in the properties, because she is also one of the successor of your father.

the will can be contested in the court of law by the affected parties. the daughters have equal rights in the property of the demised father.
