Road Tax in AP

I purchased a car in Haryana and after a year got a job in Hyderabad. I brought the car to Hyderabad. I have paid the road tax; it is a life time tax.
Am I required to pay the tax in Hyderabad? Then what is the meaning of life time road tax?

Yes since the vehicle is plied in A P, the road tax needs to be paid in AP. Since RTO collections are state revenue and not transferrable between two states, hence, you need to pay tax at AP, however, you can claim refund of the road tax in Haryana. For the procedure to claim refund it is advisable to get hold of a RTA agent locally there.

Where can I get a law book that will tell me the rules, procedures and documents to register vehicle registered in another state, in AP.
Touts flood the RTO and since I don't know the local language it is all the more difficult.
RTO [AP] website is of no help at all.
Transport Officers' phone numbers are either non-existent or non-responsive.
Any help?

The life tax paid in other state is refundable in that state on shifting of vehicle. You may read Central Motor Vehicles Act.You will have to pay tax in new State.
