I have a question
I have been asking for a file copy from AP Land Administration for the past more than 2 years under RTI Act.
Actually this file belongs to my grandfather, who applied for sanction of patta for a forest land. My grandfather had two sons. My father is younger and as per oral agreement among the family members, my father is entitled for 75% share.
After my grandfather death, we don't know how my father's brother managed, he changed the name and got patta in his name. Till, the case is going in lokayukta court for grant of patta.
To know what happened wrong & where the things gone wrong, as a grandson, I am asking for the file from AP Land Administration under RTI Act, for which they are not responding.
I heard about third party clause in RTI Act. Is the clause applicable to me and Am I become a third party in this issue or having right to seek information under RTI Act.
Secondly, I have no trust over State Information Commission. So, can I take up this case with Central Information Commission?
Please guide me and excuse me for giving you trouble with a big question.

You have got right to seek information you are not a third party and it is related to your family.
File an appeal before the concerned authority.

A little bit of information requesting from you
During my correspondence with AP Land Administration, I sent CC to Chief Secretary of Andhra Pradesh & Chief Information Commissioner of Andhra Pradesh also seeking their support in this issue
The Chief Secretary of Andhra Pradesh escalated my appeal to Revenue department where they send a note to AP Land Administration and Survey Settlement and Land Records to resolve the issue in TOP PRIORITY
But the CIC has not responded anyway. So, I don't have trust in CIC of Andhra Pradesh.
So, can I file this case with Central Information Commission with all supporting papers.
I want to put it into the Supreme court notice also as an instance of violation of RTI Act
Please guide me.

Firstly, it seems that your matter is not lie with cic.
have you used rti tool by following :-
make an application to the PIO
after 30 days make a first appeal to faa
and after 60 days make second appeal to sic ?
if not, proceed as advised above.
