Dear Experts,
Can a person make RTI application in Co-operative Bank asking for copies of some documents. e.g. bank guarantee. (developer issued bank guarantee in favor of Society, which after few years society resubmitted to developer for further cancellation)

yes.Cooperative Societies/Banks are public Authorities and covered under the RTI Act.

I beg to differ from the opinions of my friends.
A co-operative Bank would come under the ambit of RTI only if its is a state co-operative bank or receiving financial assistance or funding or being managed by government to qualify it to be 'public authority'.
Otherwise also, some of the information is exempted from disclosure under RTI Act, and the disclosure of the details of the bank guarantee may be rightly refused by the bank being personal information.

Thank you all experts for your advices. Mr. Goyal, I am one of the Committee Member from Society. Our Secretary has cheated us during Redevelopment & it is coming to our knowledge as time passes. (The Than Secretary is no longer member of society). Now, we people are gathering all information through RTI papers & all other available resources. I want to put RTI in Arihant Co-operative Bank. Can I do it?
