Hello. I had a few questions related to RTI second appeal:
1) While filing second appeal before Central Information Commission , should I address my appeal to Central Information Commissioner using his name or should I just address it to Central Information Commission?
2) After mentioning the facts of the case leading to the second appeal, should I request the CIC to furnish the information himself or should I ask him to direct the PIO to provide the information sought in the RTI application filed by me?

1. It shall be addressed to CIC by designation and not by name.
2. CIC shall issue directions to PIO to provide requisite information/ document.

To me, you have to address CIC by designation only in a submissive manner. The CIC after perusing the connected material of the appellant, PIO, 1st appellate authority, a decision will be issued.
