Running pg business in residential aparment

HI, I have purchsed property in newly constructed building, while buying & in agreemnet builder has never mentioned that there will be PG busines in the society, just now we members got to know that landowner has 11 flats in society out of total 94 flats & he has started PG business on 3 floors where he owns flats, now as a memebre we have objection to his PG business in residenatila area as all the family's are staying in society and PG is something will create security issue, public access to the society. but the society is not yet formed then what options do we have? please note landowner & builder are 2 different people.

1. "IF" the Society is not formed & registered, THEN the Developer/Builder is still in control of the Building.
2. Whereas, it is NOT illegal to conduct PG business in a building, AFTER following due procedure of law (civic body permissions, ....)
3. IF there are security issues, THEN the other Flat-Owners can always make representations to the local police station.
4. Whereas, even the bonafide Flat-Owners, themselves CAN ALSO create nuisance and/or security issues. Hence it is not appropriate to blame the PG's.

Thanks Hemant ji for your reply, my query is builder has never said that there will be PG business in the building, in that case we would have never bought the flat in such society, they havent taken any permission from local authorities for that matter, also the resources used by them will have impact on others, for example they are planning to have 6-7 people per flat, so there will be impact on water, parking & security issue, is there any way we can stop this?
