'Buyer Beware' applies to property deals.
It shall be appropriate to get proper legal opinion from a very able local senior counsel of unshakable repute and integrity specializing in revenue/property/civil/DRT matters before signing or making payment.
This may cost some FEE but can defend long term interest and hard earned monies.

The conditions attached with said SC/ST lands and local laws/rules attached to said SC/ST land should be carefully examined…

If is assigned/ gifted by Government to SC/ ST person, it might have imposed condition for not to sell the property. Read the document and find the condition. If is there, find how many years and no.of generation.
And then decide.

If SC/ST land is given by the Government, then it cannot be sold/purchased unless the District Collector of the District permits for such alienation. Otherwise it can be sold-purchased.

If yes your own LOCAL lawyer might have addressed your points in person.
If you wish you may share the opinion of LOCAL counsel...

Consult a local lawyer with relevant documents, presumption on the basis of limited information can not lead to form an opinion and advise.
