School denies to give living certificate

Respected Sir,
My Client has lodged Criminal Misc. App. under CR.P.C. 125...She is Living at her parental home with her son. She want to Transfer School of her son hence she needs school leaving certi. But School Principal Denied to Give certi. to her without court Order.....deadline for new admision is ver near. The boy learning in 3rd Standard and 8 yrs of age. Which provision of which law I can help her to get certificate immidiately.
Have already requested in written to District Education Officer but he also advised to get the order from the court...So pls inform me about jurisdiction...and other relevant information.

you dont need a court order . is your son studying in CBSe school/?

the procedure for CBSE schools is

Transfer certificate should be issued only under the signatures of the regular Principal/Vice Principal
and it should be counter-signed by an officer not below the rank of District Inspector of Schools/Deputy
Director of Education/Education Officer of the Education Deptt. of the State/Union Territory
concerned. In case of a student migrating from one CBSE affiliated school to another CBSE affiliated
school the transfer certificate of a previous school of such a student may be countersigned by
the Regional Officer of the Board or the Asstt. Commissioner of the KVS or the Deputy Director,
Navodaya Vidyalaya Samiti in India

school cant do it , pls give detail why they say for court orders , means under which provition of school rules , you can give legal notice.

Student is from Govt. primary School, Not from CBSE...So which Court Has jurisdiction?
