Seniors get less pay than juniors

Sir,
I am a constable in CISF.I was recruited in 14th August 2000.As per 6th pay I was fixed at 6380+2000 (Basic pay+Grade pay) on 01/01/2006.while minimum basic pay of new recruits is 6460+2000 (Basic pay +Grade pay ) as per 6th pay comission. So I was fixed 80/- less than a new recruite.as per 6th pay there was a new formula adopted for fixing the pay of existing old employees which was, last drawn basic pay in the 5th pay comission multiplied with 1.86 to reach on a new basic pay on 1st January 2 0 0 6 . But as per natural justice a junior never get higher pay than his senior on same station same circumstances. I have written for these anomalies to my higher authority but there was no action taken to resolve my problems. so I want to take some appropriate advice,s to sort out my pay problem. Thank you.

you should submit an application to the next higher authority like that upto HOD. even though your problem not solved then file a case in a court of law by approaching an advocate who has knowledge in departmental issues.

I already approach to our HOD in this matter but no result has been found out still now.Are there any central civil rules which applies universily. According to 6th pay A new constable fixed on 6460+2000.
