Short supply of electricity by builder

I am living in Vatika City, Gurgaon which
has about 1400 flats. As per the requirement of electricity for these flats, it should have been about 7200 KVA whereas the builder has taken the load of 2970 KVA only. The rest of power is being supplied through DG Sets for which the builder charge three times more than the Dakshin Haryana Bijli Vitran Nigam (DHBVN) rates.
Is there any law under which a case can be
filed against the builder for non-supplying the required power to the flat owners. The DHBVN is ready to supply the requisite power if asked for by the builder.

Send notice to the builder to the effect. A collective action would be better cost wise and also otherwise. Later you can file complaints before the Consumer forum. Also write to the Town planner office at Gurgaon and Chandigarh about the fault of the developer.

It shall be better to go through the brouchure of the flats which builder advertized prior to booking and also the agreements executed with you all supported with the registered sale-deeds/allotment letters. If the unintrupted power supply is promised then you all may file even a consumer complaint otherwise go to civil court against him.
