Of course, it is mandatory to issue a statutory legal notice before filing the suit for specific performance of the contract.

It is a statutory requirement to issue a legal notice to the defendant in order to know if he is ready and willing to perform his part of contract.
you can file a suit only if he is refusing to comply with the demands made.
