Hi, my name is Rakesh and am planning to buy a house in dombivili, the agreement value of the house is 18,90,000. I wanted to know what would be exact stamp duty and registration charges that I would be required to pay. what is the process for paying these charges? on whose name should I draw the dd?

You will get the exact stamp duty payable at Sub registrar office.

in mumbai you have a ready reckoner which gives rates for every locality . see the ready reckoner for your locality rates and accordingly you will have to pay stamp duty
before signing document stamp duty has to be paid either by purchase of stamp paperor by franking of document . many nationalised banks do it .
for registration of document you will have to pay By DD in fvaour of registrar of your area
