Succession Certificate under the Indian Succession Act can be granted only with regard to debt or security. Regarding Immovable property Succession Certificate cannot be granted under the said Act.
If a person has died intestate (without any will), his legal heirs succeed to him and become owners of the properties left by him by operation of law and they can transfer the same to any other person as owners.

To prove the number of heirs and confirm the names of the heirs legal heirs certificate is needed which is issued by Tahsildar
This shall reveal the absolute owners.
