Whether the demand pertains to the period prior to 2010? If not inform the department for waiver of the rent.

Please do not worry.
However, you have to indicate the following before any useful answer/suggestion can be given to your query.
1. What is the date of the letter from ONGC.
2. In which capacity your father worked in the ONGC?
3. Whether your mother is getting pension from ONGC?
4. If possible, paste i.e. type in this thread, the exact wordings given in the ONGC letter, so that one can go through and understand before answering.

You are liable to pay the amount, from the estate or funds, if any, you had inherited from father. However, that does not include any benefits you had received from the employer consequent to the death of your father.
