Dear Expert,
e-Tenders were invited by office.Interested bidders shall have to submit " Net worth certificate" as a part of Technical documents.Two bidders have submitted their bids.But one bidder has not enclosed the same.Technical bids are opened.Now, Can we demand the " Net worth certificate" from that bidder after opening of technical bid ?Other bidder has taken the objection on this issue.Please guide.

Technical bid is meant for proving the capacity of the bidder to perform the job and not other aspects. Thus net worth certificate is having secondary importance in the technical bid.
Accidental failure or inadvertence may be the cause which can be condoned by the employer.
Thus as an employer you are fair and reasonable to call for the document which if not submitted can treat the bid as NOT CONSIDERED.
Fair-play and reasonableness are equally important than technicalities or omission of submission of documents.
THUS THE BIDDER OBJECTION IS NOT SUSTAINABLE UNDER LAW.

Your query is prematured now ans the tender is not issued as yet.
If the contract is granted to the aisd person whose has failed to prove his criteria then you can challenge the same but now it is too prematured.

The objection of the other bidder is genuine, go through the tender terms and proceed.
