Theft of government records

Respected Counsels,
Im Prashanth, working in State Govt. as Clerk in Karnataka State.
In my Office a record pertaining to Some Bills is theft. We want to register an FIR
Is it possible to register FIR.If yes please give IPC section.
Matter most urgent please help me in this regard.

It is not your burden to inform police about sections. Just go and give complaint. Inform your seniors also about this. Departmental enquiry shall also follow along with criminal investigation.

But Police has refused to register FIR. They simply taken our complaint as NCR and gave ack for that complaint and they said it is not a fit case to register FIR. But we want to register an FIR. If the records are missed we are satisfied with the NCR. But the records are stolen, thats why we want to trace the records and culprits.
Please give suggesttion in this regard

In case police refuse to register your higher officers can meet SP.

Missing and stolen are two different issues. If your complaint do mention the words stolen then definitely FIR shall be lodged otherwise NC is sufficient in case of missing.
Check your application again. If you are confirmed that even then police has refused then go to criminal court and lodge criminal complaint under section 200 read with section 156(3) of criminal procedure code.
