Transfer of flat

The flat purchased date 1983 in Mumbai, where i am residing is in the name of my elder brother, the stamp duty and registration has been done. Now my elder brother has to transfer this flat to me, so what is the procedure of transferring and stamp duty registration charges?
The article printed in The Times of India, dated March 26, 2015. (Maharashtra waives stamp duty on transfer of flat or land to heirs) I want to know that this scheme can be applicable for the above.

Inquire the procedure and forms/formats from CHS and duty etc from SRO.

In blood relations ( Check if brother is classified as blood relation for waiver) the charges are waived off in many states including Maharashtra.

Hon’ble Revenue Minister Eknath Khadase announced in Assembly on 25-03–2015 that Govt. waives stamp duty on transfer of land or flat immovable property to Kin or family members. He announced that now immovable property such as land, house or flat can be transferred to Owner’s Children or even to blood relatives simply by executing transfer deed on Rs. 500/- stamp paper without paying stamp duty and registration fee. This announcement will give good relief to the families of transferors as they will not require to pay 5% stamp duty at market value.
