Unsettled salary and pf papers not signed

I was working in a firm where I was working 10 months; i have given 1 month notice to the management for resignation and relieved ; normally company takes 30 to 45 days to settle; in my case they have given part salary and final settlement and pf papers not signed; now it is 75 days over ; they are not responding to my calls or not relying my mails.
what course I have to take

Send registered letter followed by legal notice.

The FnF wages should also be paid on LWD/say within next 3 days /or max by usual pay day.
The private and internal policies of the employer or the inner wishes of the employer are not law of the land.
Establishment/employer is subordinate/inferior to the law of the land.
You may demand frm MD,appointing authority, to supply the correct FnF statement,FnF payouts as per correct FnF statement, FnF payouts, salary slip of each month including last month,PF number and a/c slips of each year,acknowledgment of PF forms issued by PF office for you , NOC/NDC ,acknowledgment of handover of charge,.......................say with in next 3 days.
If you are unable to resolve on your own lean on your employee's/trade union leaders or entrust to your able counsel specializing in labor-service matters.
