If he has taxable income then it is mandatory to have a PAN Card and file returns also. Taxable income is the net salary after all deductions and exemptions. In case of a Male/female under the age of 65 yrs, the threshold limit for exempt income is Rs.1.6/1.9 lakhs respectively. Since, you may have taxable income and the employer needs to make TDS hence he might be insisting for a PAN Card.

PAN card is required for certain transactions like opening of a bank a/c, investment in shares & mutual funds and many other transactions notified by Govt. But it is not nesseeary to file returns if the inome is below taxable limit.
