Validity of certificate of marriage from arya samaj mandir

Saptapadi has not been performed.
Saptapadi is essentially a requirement if both are Hindu (Jatt & Baniya)
There has been No cohabitation even after marriage.
Physical relation established prior to getting the certificate & continued afterwards also for some time.
marriage not registered in court, Boy now wants the certificate cancelled but the girl doesn't.
is it a valid marriage if customs not performed & who has the burden of proof if the boy wants the certificate to be cancelled.
can the boy get married to some other girl without getting the Arya Samaj certificate cancelled?
