Vat on purchase of flat

I have purchased flat in Pune,Maharashtra.
Agreement date is 27/07/2010.
What is the VAT rate applicable on the agreement value?
How can I get information regarding this from sales tax department?

You can move an application under RTI Act from local ST department and can easily the desired information.
