Will it be any problem to get legal heir certificate without ration card?

MY UNCLE PASSED AWAY.
MY UNCLE'S SON WANTS A LEGAL HEIR CERTIFICATE.BUT HE DOES NOT HAVE RATION CARD.
BUT HE HAS------ VOTER ID CARD,PASSPORT,PAN CARD
IN VOTER ID HIS FATHER'S NAME,ADDRESS IS WRITTEN.
IN PASSPORT ALSO PARENTS NAME(FATHER'S NAME AND MOTHER'S NAME), RESIDENCIAL ADDRESS ALSO WRITTEN.
CAN HE GET LEGAL HEIR CERTIFICATE PRODUCING THESE THREE DOCUMENT(VOTER ID,PASSPORT AND PAN CARD)?
BUT HE HAS NO RATION CARD.
WILL IT BE ANY PROBLEM?

No these documents are admissable and your cousin will get legal heir certificate on the basis of these document without any problem
