Amendment to Section 138 of NIA

Respected lawyers, I have a query regarding the negotiable instruments act. Sir actually I'm intending to file a case against a guy under section 138 of the NIA. I wanted to know whether the new amendment to the law which was recently notified has came into effect and are cases tried with regards to the new amendment where it states that the accused have to deposit not more than 20%. I will be grateful if you can help me with it. Because I heard that the cases are not tried based on the amendment because the court's didn't receive a notification
