I had purchased a shop from builder .We had done the agreement of sale at sub register office along with registeration fees of sale.He had given me possession letter on plane paper with duly signed.Agreement was done in Dec 2011.His work wascompleted but he is delaying in completion letter from municipal corparation.At present he denied for sale deed.What is to be done as he demands more money than agreement?And he is not ready to give physical possession of shop though I had paid whole money as per agreement time to time ?
