Backdated Degree

my younger brother paid a consultant for a backdated master degree but he never used it for any job or anything. he told one of his friends now that friend is blackmail him. can it be a legal issue if he never use that degree?

I want to communicate with a lawyer and want legal opinion. if my younger brother never uses that degree for anything, can it be a problem?

Unauthorisedly getting a certificate whether a PG or degree or any course is always a problem.
