My friend sent a complaint regarding various criminal activities to a police station's oc in howrah on aug 02, 2018. The police has not taken any action so far. Can a writ of certiorari be filed in calcutta high court in case of police inaction? What is better approach for speedy justice? 156 crpc cl. 3 in district court or writ of certiorari in calcutta high court ?
