Whether circular of ministry/secretary offices have any legal binding without gazette notification in view of recent circular by chief labour commissioner issuing payment to all employees by bank account.---attached
Please suggest whether it is legally binding without any gazette notification.

Yes! Circular has no binding force. whereas Publicaion in Oficial gazette has binding force.If you APPRECIATE THIS ANSWER PLEASE GIVE ME A LIKE ON MY PROFILE.

Thanks for your reply. pl suggest to what extent , circular can have binding force compared to gazette notification OR it is totally ineffective circular attached issued by CLC of labour ministry of GoI
