Commercial contribution is low? What to do?

In our society, the contribution of commercial establishments and rental flats has been kept low (25%) and flat owners pays 100%.  This is to keep the builder / developer happy and he owns majorty of shops.  He has given the shops and some flats for rentals.

eg. 1000 for flat owners and 200 for shops / rental flats.  Since it is commercial establishments, they should pay more? or equal amount as flat owners.

He is flat owners money and taking due advantage of it.  What can flat owners do in this case?  He is not willing to contribute the equal amount. 

What action can a society members take without the consent of Society board?  Can a member lodge a complaint at registrar for this?
