its a matter of excise policy adopted by the state.
few states have kept it to be 2.5 bottles, so pls check the local laws in this context.

Sir presently im a resident of Tamil Nadu so i should be governed by the Tamil nadu state excise laws or how can i get the information regarding it. Can i use the Right to information Act for this refrence.
