Delay in completion of the flat by builder

I purchased a under construction flat in 2014 and the completion of the project was supposed to conclude in 2016 may.i am yet to get the possession of the flat.i am loosing out on money as I have to pay interest on the principle amount taken from the bank every month.what do I do.

Is there no clause in the sale agreement that if there is a delay on the part of the builder he has to pay penal interest?DEfdinitely it must have been there. Tell the builder to pay the loan interest. Or file a case in consumer court.
