Denial of rent but asking for maintenance by landlord

i have a query whether landlord can demand additional amount towards regular maintenace of building when he is refusing rent from the tenant as the case is in the court of law

Landlord can not demand amount towards regular maintenace of building in the absence of  agreement, if he wishes so then he must apply before rent controller where the case is pending.

If landlord do not accept rent personally and issue receipt for the same then you may send by money order or obtain his bank account number by requesting him in writting in the form of notice by registered AD post.
